Exit 258.
Right on Airport Drive.
Keep going until Marine Drive.
Left on Marine Drive.
Right on Locust Ave.

Free parking on right side of road.

Exit 258 is faster than 257.

Pretty sure your always supposed to park on the right side of the road. :D ;)
But at Locust you need to park on the south side (outbound) side of the road as the signs show. One of the locals warned AJ and I (from memory) to always parking the same direction as the traffic and park with all wheels off the pavement (it sounds like these two tickets combined can be very expensive). There is also a public parking lot on the northwest corner of Marine/Locust with lots of space.

Most of the kiters seem to parking in the parking lot, which leaves the parking on street for the windersurfers (maybe they take pity on those with heavy gear - the windsurfers :D ;) or more likely park in the lot out of respect for the neighbours).

To my understanding in talking to the good folk at http://www.nskite.com/ although donations and memberships are appreciated there is no user fee for parking or launching at Locust.

Right on Airport drive but then immediate left on Bennett (at the am/pm)
Continue south on Bennett then right on McAlpine.
Left on Locust ave. cross Marine Dr and turn right into the second driveway which is the NSKA clubhouse, better than parking on the road. Fastest! :D

Leave a few bucks in the yellow parking fee box for good karma and to ensure good winds. The NSKA and the local shop in Bellingham are a great group of people who are very supportive and welcoming...nice to support them.

I've said it before and I'll say it again, I can't get over how much stronger and consistent the wind is down there, a mere 20 minutes past the border. Wind speeds weren't quite double what we had at Bbay today, but it wasn't that far off!

Is the parking fee box still there? I was told it's back to the city?

NSKA donation box in the parking lot (to my understanding there is no parking fee nor is there a launching fee - donations are appreciated and go to help operate sites and maintain sensors).
