I'm taking the 104 to Peru for sure, the wind can be very light.
Tofino is often very light as well, and you need to make it out through the whitewater so the bigger the better.

I think for getting into wavesailing a bigger board will make it a far easier learning curve. For us non pros the goal is to catch a wave and make some turns, not to have critical into the pocket vertical turns, a 99 l will do that just fine, and with good technique will do exactly what you want.

I never use a wave board at Squamish, those extra fins are doing nothing but slow the board down. A freestyle board is the way to go as you know. Or a slalom/ freeride board if you like to go faster, and not try any tricks.

Copied from http://www.goyawindsurfing.com:

Note: Goya uses the term freewave to denote freestyle-wave, sometimes called freemove. In decades past, this category was called bump & jump, or wave-slalom. These old terms are not used anymore.

Goya:

When in doubt, riding a slightly bigger board with a smaller sail will almost always feel better and more comfortable than a smaller board with a bigger sail.

That said, the best feeling comes when you find the perfect match.

Use the guidelines below to help choose the right volume for your Wave or Freewave board. These recommendations are based on rider body weight in kilograms.

Add 2 to 4 extra liters if you regularly sail in onshore conditions.

Wind Conditions + Skill Level = Recommended Volume:

High Wind + Intermediate = 4 to 8 liters above body weight
High Wind + Advanced = 0 to 4 liters above body weight
Medium Wind + Intermediate = 8 to 12 liters above body weight
Medium Wind + Advanced = 4 to 8 liters above body weight
Float & Ride + Intermediate = 12 to 16 liters above body weight
Float & Ride + Advanced = 8 to 12 liters above body weight
