Sorry for the confusion I was not sure about this either but I'll try and clear things up. That forecast is from iwindsurf/ikitesurf and is always over optimistic for Boundary Bay. Not sure about the tide but Gabriel is looking at it from a surf prospective from Point Roberts.
The best tide for wind sports tomorrow at Boundary Bay would be from 7 AM to 11 AM

but if you are kiting the low tide from 11 might be nice as there will be sand exposed and shallow water. I say this as the falling tide sets up better waves in Boundary Bay. In coming tide can get choppy but is still fun.

so best check the forecasts again after 10 PM to get a better idea of when the wind will show up. Also check the airport forecast for Vancouver as that shows a more accurate time of the winds arrival. I will post something again tonight. Boundary Bay is difficult to forecast so if you want to sail keep the day open. It's not as reliable as Squamish but usually not gusty, when the wind does show up it's fun.
