Am I reading this correct that there no proposed area for M3 zoning (marine recreation)?

I'm not sure, I commented on something similar in the survey, the document is not very clear on what is in/out of scope.

It looks like the Spit itself falls into P-4 Ecological Reserve and Protection, but not sure what that means for us (and hasn't it always been ecological reserve anyway?).

I feel like we might qualify under M-1 Marine Navigation, as defined by them as "MARINE NAVIGATION means to actively travel in, on, through or immediately above water." That is what we're doing, technically...
