Duties on Windurfing Gear?

OK, I broke out Excel for a comparison. I'm a nerd, what can I say. Shipping direct VS my wife and I driving down to Hood River/Portland to pick up the sails. Over 48 hours each person gets an $800 exemption

This is for 3 Retros from Sailworks. $1964.48 approx (CAD)

PICKING UP IN HOOD RIVER 48 hours.
GAS: $100.00 CAD
Food for 2 people ($40 per person per day): $160.00 CAD
Hotel Portland 1 night:$150.00 CAD
Hotel Hood River 1 night: $70.00 CAD
Dog in the Kennel for 2 nights ($36/day): $72.00 CAD
Duties (16%) on amount over the $800 exemption ($1600 total): $58.32 CAD
Taxes (12%) on amount over the $800 exemption. ($1600 total): $50.74 CAD
TOTAL Expenses for two people to drive down and pick up over 48 hours: $661.05 CAD

Not to mention the hassle and TIME!!

SHIPPING DIRECT
Shipping: $167.99 CAD
Duties (16%) on full amount: $314.32 CAD
Taxes (12%) on full amount: $273.46 CAD
Brokerage - N/A. I will self clear at the airport.
TOTAL Expenses to ship sails directly: $755.76 CAD

It's approximately $94 more expensive to ship. This assumes the border guards do charge duty on the amount over the exemption when we drive back and, assumes I can self clear brokerage at the airport if I shipped. It is more expensive to ship by $94 but, I don't have to drive 12 hours or take 48 hours out of my life (and my wife's). Perhaps for an extra $94 it's worth saving the hassle of the drive and 48 hours away.

Now... IF we drive down, and IF the border guards don't charge the duty, the saving to pickup vs shipping is more like $160. Still not sure if that's worth driving down for.

However... :D

...IF I ship and, IF they decide NOT to charge the duty on the shipment (only taxes), its actually cheaper to ship than it is to drive down and pick them up.

Not having to drive 1200 km is worth about a kazillion dollars. Simple arithmetic. Always ship.

1) DUTIES ON MOST SPORTS EQUIPMENT WILL BE REMOVED APRIL 1, 2013

"9506.21.00 Sailboards, as water-sport equipment"

https://www.milgram.com/milgram/en/news/article?id=7767

2) According to the tariff schedule, there is NO duty on Sailboards and Boat Sails. But there is a 16% tax on Sails. Bit of a confusion here as to the meaning of Sails. For 63.6 would imply watercraft sails are duty free; but than 63.06.30.00 00 stipulate Sails. As the custom agent will have to lookup the items you could refer him to 63.06 or 9606.21 and mention "Sailboard Sails".

A good point for no duty is that the Unit of Measure for "Sails" is KGM or "mass in Kilogram" so Custom may be meaning something else! Whereas a Sailboard Sail there is no specific UoM; therefore 63.6 or 9606.21 would apply.

63.06 Tarpaulins, awnings and sunblinds; tents; sails for boats, sailboards or landcraft; camping goods.

I would also suggest you contact Rob Mulder and get a quote from him for the Sailwork sails you want.

I bring kite and surf stuff across once in a while, haven't been charged duty before. They charge GST/PST if it's somewhere around $400. Doesn't seem to make any difference if made in USA or wherever, never been asked. (but may be a different story for windsurfers, not smiled upon by the gods? ;-)

Also just ordered a foil from China, wasn't sure what would happen on delivery ... GST/PST, no duty, but a brokerage fee for customs handling (standard).

I spoke with Bruce at Sailworks again. They actually offer FREE domestic shipping.

As such, I pulled the trigger and ordered up three new 2017 Retros direct from Sailworks (6.0, 6.5, 7.5). I am having them shipped to Point to Point Parcel in Point Roberts. It is only $4 bucks USD to use their service for a parcel of this size. Seems like a good deal to save $150 bucks USD shipping. I'm in Richmond so it's pretty easy to drive over and bring them accross.

Here's their link in case others are looking for a similar service.

I suspect that seeing as Sailworks is a US company and their sail loft is in Hood River duties won't apply and I'll only need to pay the taxes. That's the intention I am sending out to the universe anyway.

Anyhoo, it will be nice to have my Retro's again.

PS. I just ordered up a new Starboard 2016 Futura 114l Ultra Core. Needless to say, between the new sails and new board I'm kinda excited! :D

I actually emailed Roberts a couple weeks ago. They are listed on the Sailworks site as a Canadian distributor. However, they do not carry Sailworks inventory and do not bring it in. They suggested I contact Sailworks directly. I suspect their "distribution" is simply more of a reciprocal relationship. Sailworks supplies Rob with Sails when needed, Roberts supplies Sailworks with boards. Just a guess.

I just picked up my sails at Point-To-Point and brought them across. $4 bucks for the parcel service. Free shipping. NO DUTIES!! I "only" had to pay the taxes. That's the way it's done folks!

Super fast too! I only sent payment to Sailworks yesterday morning. Just 1 + 1/2 days later I had them in hand. Compared to driving down to pick them up it's much cheaper, much faster, and much easier.

I don't understand why you are not paying duty. you said its from Oregon but I thought you have to pay duty on everything from usa.....
is that mean you pay only taxes on Oregon stuff vs duties?
I guess duties is like tax and you pay duties on Oregon stuff anyway , as oppose as paying taxes + duties on Washington stuff for exemple?
