White Rock beach access

As of today there is a bit of an obstacle to get to the East Beach rigging area. The railroad has started work to repair the beach erosion just to the west and the promenade is closed from the Bear. There is a sign saying the ramp is closed but there is no physical barrier on the street side so it may be possible to go over the ramp and climb over the railings on the beach side. I'm not sure if the armed* guards will allow that though. Work is supposed to last a few weeks.

Issue solved, they moved the site fence to allow access to the ramp
