"We've received notice from the Port of Hood River that kite launching and landing from the Event Site grass will no longer be allowed for the season starting on Monday, June 13. River level is tapering off and forecast indicates this trend will continue. Please be sure to start launching and landing from the sand bar."

That's standard for the summer. In the shoulder season you can land and launch on the grass but for summer proper you have to do it off the sandbar.
