Does anyone know if Green lake is frozen? Sunday Dec 31 is looking a pretty good probability that it'll be windy so a buddy and I are going.

Never tried. Interested.
Whould be nice to know conditions.

Is it working like Squamish - outflows?
Can I use howe sound forecast as a reference?

Pretty much the same but opposite. So much cooler in Lilloette and warmer in Vancouver. And significant pressure difference between the two cities and clear sunny skies between them. High pressure in Lilloette and low pressure in Vancouver with outflow forecast for Howe Sound. As in graph below:

Just to give a better idea of how smooth (which is pretty unusual) the wind was at Green Lake last Sunday.

any chance for this weekend? i've been wanting to go snow kiting for long time. let me know if anyone is going up. if there is no wind or snow, i might just stop on the way home at Callaghan valley to go x-country to make the trip worth it.
