Fanatic Fin Bolts

Hey Fanatic sailors. My new Fanatic slalom came with fin bolts, metal washers, a white pliable washer (the same diameter as the metal washer), and larger hard black plastic washer. There is no info with the board. Are all of these required? What is the correct order?

I'm guessing the correct order is finbolt, metal washer, small soft washer, large hard washer, board?

I think the small white washer is for circumstances where a person can’t fit the larger black washer. Unless the white washer is being compressed like a lock washer, I don’t see a purpose for both it and the black. I haven’t used the white one.
