Cultus Lake Windsurfing

I was out on Cultus Lake with my family today, when all of a sudden the wind switched from nothing to decent 15knots (around 1pm). Shortly after, I saw a lone windsurfer ripping it up back and forth. Is the thermal wind consistent on Cultus in the summer? Is it as windy as Harrison Lake would be on the same day?
