We've had a few big storms blow through at night which makes you guys think they didn't happen but if they come through at night or during the day is pretty much random.

Good point! I go mountain biking at night with lights and it works great. I was always to freaked out to try kiting at night but with winging I think why not?

I have noticed a decline in wind over the 40 years I've been windsurfing.

This phenomenon has been observed scientifically and is called Global Terrestrial Stilling.

Did a windsurf session under the moon years ago at Jericho. Water is very dark, couldn't really see anything, but that's not really a problem windsurfing. You'll probably need a very bright light to actually be able to see the water surface though if you want to avoid breaching!
