High tide 8:30am. Launching is pretty tough at 3rd. Are we allowed to launch at Centennial?

Officially no, and the park police this year are very uptight. At least a few times every year I get told, "There is no kiting aloud", I then have to explain that I'm actually windsurfing. :?
The father north you go on the beach the more of a wind shadow there is as well.

Epic! Should make for some nice conditions! I love the challenge of getting out through log/shore pound/weed mess. Super STOKED! :D :D

We are not allowed to kite there at all and they do take it seriously.

My advice is to just wait until 11:00 as the forecast is looking very decent all day and the sea state at 4.5m tide is rather nasty with all the reflected waves. Once 11:00 hits and the tide is down to 4.0m things get much nicer on the water.

12:30 - 2:30 is the best tides of the day so you don't want to be too cold to kite by then anyways.
