Locust is always the safer bet for SE, but it's way more hassle and if the conditions actually do deliver BBay is better but no where near as sure of a thing.

From my experience 7:30am-9:30am is bad

What about going over the Alex Fraser? Google maps has it a 34 min drive through the tunnel and 45 min drive via Alex Fraser but I don't know if traffic backs up opposite rush hour along that route.

Alex Fraser's usually fast going south in the mornings, I used to go that way to south surrey all the time over Knight St Bridge...
